Canada has historically derived an extraordinary amount of “soft power” from its pre-eminence as a global migration destination. Although Canada is still an admired migration destination, its immigration “superpower” credentials have diminished considerably.
Designing a “fit-for-purpose” immigration system has never been more critical for Canada’s economic and national security. Incremental policy reforms are no longer sufficient. Instead, a radical structural reform of Canada’s immigration system is needed – one that is forward-looking, benchmarked according to global best practices, and proactive.
How This Report is Structured
This report is organized into six chapters. The first two chapters examine the evolution of Canada’s recent immigration history with a view to understanding the arch of milestone events and successful policy decisions which provisioned the country’s soft power advantage.
The next three chapters focus on the errant policy decisions most responsible for its undoing. The final chapter provides some practical and provocative recommendations on how to move the immigration policy discussion forward in 2025 and beyond.
Canada’s immigration system is poised for sweeping change. But we’ve not had a robust public discussion in over 25 years. VSIR prepared this report to kickstart that process.
